What does it mean when both the front and rear axles are disengaged?

What does it do when you switch your truck from " lets say 4 hi or 4 lo " to neutral?

Does power shift from the front to rear wheels and back and forth continuously when driving in neutral on the road?

What is the best type to drive in? ( 4 lo, 4 hi, neutral, 2 hi, 2 lo ) when driving on the road?
