I hadn't looked that close at the dudes.

But.....

Tank top guy does not have his hat (lost in the accident)
Appears confused, and is maybe describing something,

Like " I just took my eyes off the road for a second"

And cowboy hat guy looks like he's listening to a story.

There's definitely a story there.
